Deliberation and Confirmation of Budget Bills & Approval of Settlements

Provincial councils exercise the legislative power of local autonomy to enact and amend ordinances, the autonomous administrative power to deliberate and settle budget bills and monitor administrative activities of the executive body by carrying out audits and inspections. Also, the councils process petitions submitted by the citizens as well as other matters under their jurisdiction in pursuant to the laws and ordinances.

Deliberation and Confirmation of Budget Bills & Approval of Settlements

A budget bills drawn up by the governor (superintendent of schools) is deliberated and confirmed by the Council, then settled the governor (superintendent of schools) and approved by the Council. The Council approves whether the budget of the province has been lawfully and reasonably executed.

Deliberation and Confirmation of a Budget Bill

  • A budget bill is drawn up and submitted (by the governor or superintendent of schools)
    • Submitted to the Council at least 50 days before the beginning of the fiscal year
  • Preliminary Evaluation (Standing Committees)
  • Comprehensive Evaluation (Special Committee on Budget and Accounts)
    • The Council may not raise the amount of budget or add budget items without the approval of the governor (superintendent of schools). After submitting a budget bill, if the governor (superintendent of schools) needs to amend the bill for unavoidable reasons, he or she must draw up an amended budget bill and submit it to the Council.
  • Deliberation & VotingDeliberation & Voting (General Meeting)
    • Voted on at least 15 days before the beginning of the fiscal year
      The chair of the Council transfers the budget bill decided on to the governor (superintendent of schools) within 3 days.

Approval of a Settlement

  • Approval Request ( by the governor or superintendent of schools )
    • The governor (superintendent of schools) must draw up a settlement report within 80 days after closing the accounts, attach a letter of opinion from the Settlement Evaluation Committee established by the Council and sent the report to the Council for an approval.

  • Comprehensive Evaluation ( Special Committee on Budget and Accounts )
  • Deliberation and Decision ( General Meeting )
    • An approval of a settlement which is an ex-post facto approval of the receipts and expenditure in the fiscal year passed must be given to confirm the budget execution.
      The budget already executed cannot be made invalid or cancelled but can be taken into account for more efficient budget execution and management in the future.
